It doesn't backfire if you use it along with tainted flesh, which is the only situation where I've seen it used.
It's not worth it at all in a hex heavy build as in your example IMO, but it works well with a condition + physical heavy offense, along with tainted flesh. That'd look something like 2 pressure wars (i.e. bulls charge sword), and a conditioning ranger.

I've only ever seen Rotting Flesh run on a tainted bar, on which it's an amazing pressure tool.
In a condition pressure build, this is definitely a skill you want to have.

I've seen rotting flesh used fairly effectively before without a tainter. It makes an extinguish neccesary in your build, but if you can use it at the right time on a pressured opponent to push them over the edge, it can work very well.

We ran naked Rotting Flesh back in the Prophecies-only environment. It's a really, really strong skill despite the fact that it can backfire. You just have to have a feeling for how the fight is going, because a Rot will usually add a bunch of damage onto both teams. If you're stable and they're getting pushed, a Rot will break someone. If you're not doing so well, a Rot will break you.
In terms of raw damage outputted, a cast of Rotting Flesh is oftentimes the single highest damage skill in the game by a wide margin. I don't know where you'd fit it onto a character these days since bars are so compact, but it is a strong skill to keep in the back of your mind.

We, in many GvG's, have encountered many rotting flesh necro's WITHOUT tainted. Infact have a build we are running atm who uses it without a tainted. We just make sure that we have enough pressure for it to be viable in the fight.

In fact Rotten without Tainted can be a strategy in itself. Basically, Rotten Flesh will be spread on your team and so no matter how much condition removal the other team uses they can't remove the conditions on YOUR team (ok, ok, Crystal Wave... now let's keep this serious) and they'll just never be able to get rid of disease. Just like when you use Tainted you should at least not use it on your warriors to be sure they constantly reapply disease to everyone they touch.
If you run a LoD + another party healing skill (Heal Party, Life, Recuperation, etc.) there should be no problem with having disease on your team.
